Article 1. Scope of the Publication

This "Purchase Procurement Project Contract" (hereinafter referred to as "the Contract") is released by the Hebei City Public Service Center (hereinafter referred to as "the Public Service Center"). The Contract aims to establish a legal and transparent procurement process for the purchase of goods and services in the public interest of the people of Hebei City.

Article 2. Purpose and Objectives

The purpose of the Contract is to provide a standard form for the procurement of goods and services in Hebei City, to ensure the implementation of legal and transparent procurement procedures, and to promote competition in the procurement market. The objectives of the Contract are as follows:

(1) To establish a legal and transparent procurement process that complies with the relevant laws and regulations;

(2) To ensure that all procurement activities are conducted in the public interest of the people of Hebei City;

(3) To promote competition in the procurement market, and to ensure that suppliers have equal opportunities to participate in the procurement process;

(4) To establish a fair and impartial evaluation system for suppliers, and to ensure that the selection of suppliers is based on the quality and price of their goods and services;

(5) To promote the development of the local economy and to support small and medium-sized enterprises (SMEs) in Hebei City.

Article 3.适用范围

The Contract shall apply to all public procurement activities in Hebei City, including the purchase of goods and services for the public interest of the people of Hebei City. The Contract shall not apply to the procurement of goods and services by other units or individuals outside of Hebei City.

Article 4. Contract Term

The Contract shall be valid for a period of 365 days from the date of publication. The Contract may be extended by mutual agreement of the parties.

Article 5. Contract Signing and Performance

The Contract shall be signed by the parties involved in the procurement process, and shall become effective upon signing. The parties must perform their obligations under the Contract in good faith.

Article 6. Dispute Resolution

In case of any dispute arising from the performance of the Contract, the parties shall first try to resolve the dispute through negotiation or alternative dispute resolution methods. If the dispute cannot be resolved through negotiation or alternative dispute resolution methods, the parties may seek resolution through the People"s Court of Hebei City.

Article 7. Confidentiality

The parties must keep confidential any information disclosed during the procurement process, and shall not disclose such information to any third party without the prior consent of the other party.

Article 8. Entry into Force

This Contract shall enter into force on the date of publication and shall apply to all procurement activities that occur after the date of entry into force.

Article 9. Amendments

Any amendments to this Contract must be made in writing and signed by all parties involved.

Article 10. Notification

The Public Service Center shall notify all relevant parties of any changes to the Contract through a official website or other means of public notification.

Article 11.Governing Law

This Contract shall be governed by and construed in accordance with the laws of the People"s Republic of China.

Article 12. Translation

If any provisions of this Contract are translated into other languages, the English version shall be the main text and shall have the same legal effect as the original text.
